Alloys approval - WSP Italy

2015 is an important year for the tuning lovers: since 1st January, the new long-awaited approval regulations, provided for for by D.M. nr.20 dated 10th January 2013 concerning alloys and tyres, have become law.

1. What does the Decree nr. 20 say?

Decree nr. 20 allows to fit wheels (tyres and alloys) of different dimensions with respect to those showed in the car registration document, without the need to get the permission from the car manufacturer.

2. Which wheels can be sold?

Only those with European (UN/ECE n° 124) or Italian approval. The wheels belonging to the first category must necessarily have the same dimensions showed on the vehicle registration certificate provided for for by car manufacturer; while for those belonging to the second category, different dimensions will be allowed.

3. So, will it be possible to fit alloys of any dimensions?

It will be possible to fit alloys with dimensions approved by the manufacturer of the part  which  will clearly show (once the tyre is fitted) the Italian approval number NAD. Furthermore, the car equipped with the new wheels must be part of the “Fiment List ” (the document that contains all the  necessary information to  perform correctly the fitting) for which the  wheel itself  has been approved.

4. What are the procedures to follow to fit rims of different diameters?

Check the wheels adaptable  for your  car, fit them and ask your tyre shop for the NAD certificate, that includes the “Fitment List”,  the declaration of correct installation and the compliance certificate for the wheel.

5. The vehicle registration document has to be updated?

Yes, if the size of the fitted tyres is not written on the vehicle registration, otherwise it will be enough to  keep in your car all the documentation provided for by the tyre shop.

6. How will the vehicle registration document be updated?

No need to get the permission from the car manufacturer: you will have to go to the Dept. of Motor Vehicles (in the same area as the tyre shop that made the installation belongs to) with all documents previously mentioned,   a form to fill in  (it can be downloaded  on www.portaledellautomobilista.it) and two payment receipts of €25.00 and €16.00. The official from Dept. of Motor Vehicles will certify the authenticity of the documents and the correct fitment on the car and –  in case of positive result – will copy on the vehicle registration document the new combination car-wheel-tyre.


- OPTION A Sizes are already provided for in the vehicle approval

If the size is not on the vehicle registration document  but it is provided for  in the vehicle approval, an update of  the vehicle registration document,  based on its own COC (Certificate of Conformity) will be necessary. Wheels whose dimensions are provided for in the vehicle approval are said “replacement spare parts”.  “WSP Italy” wheels  are wheels of this type, their approvals are fully respondent to the COC requirements and show the cars where the wheels can be fitted on ( Approval section – Attachment 10, see example).

- OPTION B Sizes are not provided for in the vehicle approval

In this case, dimensions are not in the vehicle registration document and are neither  provided for  by the  approval.  There is only one way to install wheels/tyres with different sizes and update the vehicle registration card: fitting wheels and tyres sets  approved pursuant to Decree 20/2013.

7. Can I update vehicle registration card with WSP ITALY wheels?

8. WSP ITALY wheels are approved according to Decree 20?

Our wheels are approved in compliance with UNECE 124 Regulation, which is effective in all Countries of EU and also abroad. Therefore our alloys, in order to be installed, do not need the “wheels and tyres” approval in accordance with Decree 20/2013, that is only National and it is not effective out of Italy. Such national Regulation allows the installation of rims whose dimensions are not provided for for by the vehicle approval while the International UNECE 124 Regulation certifies only those rims (category “replacement spare parts”) whose dimensions are already written in the vehicle approval.

9. What’s different with aftermarket wheels and their approval?

They are usually referred as aftermarket wheels those which have their own styling and  are not  “replica” of the wheels designed by the car manufacturers. However the market of rims can be divided into the following categories:

  • Spare part replacement wheels

Are those that, besides having the same dimensions (diameter, well width and ET) as those provided for by the vehicle approval, have also the same styling and therefore do restore the vehicle both technically and aesthetically.

  • Replacement wheels with their own styling

Are those that have the same dimensions (diameter, well width and ET) as those provided for f by the vehicle approval but a different styling, therefore they restore the vehicle technically but not aesthetically.

 

  • Special wheels

Are those wheels that have different dimensions (diameter, well width and ET) from those provided for by the vehicle approval and therefore they modify the car both technically and aesthetically. They are also divided into:

  • Approved according to German Regulation (TUV)

Special wheels certified according to  the German Regulation (§ 19 StVZO German Rules of the Road). This certification  is obviously  effective only  in Germany and absolutely not in Italy.

  • Approved according to the Italian Regulation (Decree 20)

Special wheels certified according to  the Italian Regulation Decree MIT 20/2013. This certification is obviously effective only in Italy and not abroad.

  • Not approved

Special wheels not approved according any regulations

It is pointed out that, with the exception of option b, fitting  special wheels makes the car illegal according to art. 236 of the Implementing Regulation of the Highway Code.

10. How does it work for those wheels installed in the past?

Replacement wheels ( category a (replica) and category b (own styling)) installed during  the past years are in order. They were the only type of rims allowed during the previous years.

Special wheels (even those approved by TUV and even more those not approved at all ) were not allowed to be installed before and stay illegal now, except for those installed and approved according to Decree 20.

11. Which are the responsibilities of the tyre dealer? How are they performed?

The tyre dealer has been always having civil and criminal liabilities deriving from the Law 122/92. A tyre dealer who sells or installs wheel and tyre systems not in compliance with the vehicle disappoints duties and responsibilities provided for for by such regulation. He risks to be cancelled from the register of the tyre dealer repairers and to be excluded from carrying out such job.

12. When does the tyre dealer have to install the rims skillfully?

The tyre dealer has always to install a vehicle part skillfully in accordance with the responsibilities resulting from Law 122/92. Such declaration, produced in writing and in compliance with the Annex of the Decree MIT 20/2013, must be absolutely released in the case of the installation of wheels approved pursuant to such regulation. In any other case, even if the customer does not ask for such declaration (but he could), it is implied that the installation must be  always done skilfully.

13. Who rides with not approved wheels does run any risk?

No, they don’t, because the decree is not retroactive. Those who purchased and installed wheels not approved with dimensions originally provided for  on vehicle registration certificate before 2015 can freelyride. Anyway, it must be said that those drivers who ride with low quality wheels, lacking in all the necessary strength features,  could cause serious troubles of safety on the road.
